Both the House and Senate Appropriations committees last week approved their separate versions of the FY 2011 Transportation, Housing & Urban Development (THUD)spending bill, setting the stage for possible floor votes in both chambers before the August recess.  Fast moving developments on the bill are leading to speculation that a final THUD bill could be enacted before the start of the start of the new fiscal year on Oct. 1.
